Embodied Intelligence Enters 'Working Mode': MIIT Says H1 Humanoid Output Over 40,000, Full-Year Above 100,000; Shanghai Targets 100k in Factories

The embodied-intelligence industry is shifting identity from show floor to factory floor. At a State Council press office briefing, MIIT said in H1 2026 China's humanoid whole-product count broke 400 models with output over 40,000 units, likely above 100,000 for the full year; a CAICT report calls the stage a move from "development state" to "deployment state." Policy has shifted from encouraging R&D to organizing real-scene training, with a multi-department drill requiring 100+ high-value applications by year-end and 10,000-unit-scale landing. Beijing, Shanghai, Hangzhou and Wuhan rolled out special policies; Shanghai aims for 100,000 humanoids in factories by end of the 15th plan, and Hangzhou enacted the country's first local embodied-robot regulation.
