The Hainan Provincial Committee and provincial government issued an opinion on building an eco-friendly free-trade port on October 26, calling for new-energy vehicles to account for no less than 70% of newly added cars by 2027 and a steady push toward phasing out fuel-car sales by 2030. The plan also advances offshore wind and nuclear projects such as the Changjiang nuclear plant and supports green data centers and base stations. Hainan, leveraging its clean-energy island advantage, is using vehicle electrification to cut transport-sector carbon emissions as part of its ecological-civilization agenda.
