Beijing's 15th Five-Year Energy Plan Targets 65% NEV Share of New Car Registrations, 2.4 Million Stock
The Beijing Municipal Government issued its 15th Five-Year Plan for a new-type energy system on October 28, calling for a steady rise in transport electrification. The plan sets the share of new-energy vehicles among newly registered cars at 65% and the city's NEV stock at 2.4 million units, while pushing "gas-to-electric" and "gas-to-hydrogen" shifts for motor vehicles. It also envisions a "electrified-rail-plus-NEV" green logistics model for a Beijing-Tianjin-Hebei zero-emission freight corridor with 13% green transport for cargo, and promotes sustainable aviation biofuel. The target extends the capital's decarbonization of transport and supports charging, battery-swap and recycling chains.
