China Issues Top-Level Plan to Deepen Tech-Industry Fusion, Launching Full 'AI+' Action
On October 21 the General Office of the CPC Central Committee and the State Council issued "Opinions on Promoting the Deep Integration of Scientific and Technological Innovation and Industrial Innovation," mapping a clear route from "strong science" to "strong industry and economy." The plan calls for a full "AI+" action to empower all sectors, breakthroughs in integrated circuits, industrial machine tools, high-end instruments, advanced materials and biomanufacturing, and exploration of frontier paths in quantum tech, biomanufacturing, hydrogen, fusion energy, brain-computer interfaces, embodied AI and 6G. It also introduces "sandbox regulation" to give frontier tech room to experiment, and builds a tech-finance system across the enterprise life cycle. The signal is that AI is now treated as core infrastructure for industrial upgrading rather than a standalone sector.
