Eight Ministries' 15th Five-Year Plan Backs General and Industry LLMs, Agent Decision Models
On October 22 Cailian Press reported that eight ministries led by the Ministry of Industry and Information Technology issued the "15th Five-Year Plan for Improving Industrial Foundation Capabilities," which explicitly calls for strengthening R&D and deployment of general and industry-specific large models in the industrial-base field and promoting the fusion of industrial mechanisms with agent decision-making models. The plan sets a 2030 goal of markedly easing weak industrial-base problems and lifting independent-control and quality-supply capabilities, supports leading enterprises to form innovation consortia, and builds a fault-tolerance mechanism for user firms procuring innovative products. The LLM wording shows Beijing is steering foundation models from generic chat toward measurable industrial and manufacturing value.
