China Proposes Export Controls on 40 AI, Biomedicine and PV Technologies; Open Source Exempt
Chinese media reported that the Ministry of Commerce and the Ministry of Science and Technology have opened public comment on revising the Catalogue of Technologies Prohibited or Restricted from Export, proposing 40 controlled items across artificial intelligence, biomedicine and photovoltaics - 14 prohibited and 26 restricted. Officials said the adjustment is routine technology-trade management following international practice and aims to prevent risk while safeguarding international exchange. Crucially, the draft excludes technologies already in the public domain through open source or academic papers, and says consumer AI products, API calls, apps, SaaS and on-device lightweight deployment are not covered, so overseas users of Chinese AI tools and developers calling Chinese models via API are unaffected. The move marks a "technology-sovereignty first" stage in China's AI governance.
