Black Friday Eve: Overseas Warehouses 'Travel Light' as EU Ends Duty-Free for Low-Value Parcels
The Economic Observer reported on November 1 that with Black Friday about a month away, cross-border sellers are reshaping fulfillment as the EU ends its 150-euro duty-free exemption and levies a 3-euro low-value parcel tariff (effective July 1, 2026), plus pending handling fees and mandatory product labeling. A Shenzhen home-goods seller cut planned overseas-warehouse stock by 60%, keeping only half his forecast and delaying the rest, while a Yiwu seller reduced his prepared assortment from 41 to 33 styles and total volume to about 35% of last year. Small, thin-margin items like sub-8-euro hooks were dropped first. Sellers now prefer to watch pre-orders, then replenish by air parcel, turning a once-automatic peak stock-up into a recalculated bet between paying tax and tying up capital, a structural rebuild of the cross-border fulfillment model.
