Luan Jie, policy and planning director at the National Data Administration, said the 15th five-year period will coordinate digital-China, digital-economy and digital-society planning and issue three action plans covering the digital economy, digital society and data infrastructure. The administration will improve the "AI+" policy system, refine implementation plans for key sectors, and promote the building of national AI-application pilot bases in manufacturing, energy, transport and healthcare. The move signals a structured, top-down framework to convert China's data and AI advantages into measurable economic and social outcomes.
