Beijing's 15th Five-Year Energy Plan: New Data Centers 100% Green Power, Existing PUE Below 1.35
Beijing's 15th Five-Year new-type energy-system plan, issued October 28, coordinates energy resources with computing-layout quality, requiring new computing centers to use 100% green power while retrofitting existing data centers, communication base stations and equipment rooms for energy saving and carbon reduction, with existing data-center PUE (power usage effectiveness) brought below 1.35 and unit-computing energy and carbon efficiency reaching international advanced levels. The rule shifts the threshold for adding compute in first-tier cities from "is there power" to "is it green power and is it efficient," making liquid cooling, green-power direct supply and energy-efficiency scheduling rigid companions of data-center construction as compute expansion is priced by energy metrics.
